Wang Zhigang also stated that everything is a double-edged sword; with incentives, there must be constraints. It is certainly not acceptable to have freedom without constraints or to emphasize autonomy without adhering to major rules. The formulation of rules and constraints must align with the laws of scientific research activities and must be conducive to stimulating the enthusiasm of scientific and technological personnel.

Wang Zhigang gave an example: regarding reimbursement of invoices, it used to be that the money had to be reimbursed by year-end, and any remaining funds were transferred away once a project concluded. This has also changed now. As long as the funds are used reasonably and properly, and the project has been accepted and qualified, the remaining research funds can be retained by the unit to continue engaging in scientific research activities and be managed independently.

Wang Zhigang stated that this way, there's no need to rush to cash out with invoices and other items. It's no longer necessary to do so. Within this framework, we must prevent individuals from cashing out and pocketing funds, privately extracting cash and putting it into their pockets. Such actions are not permitted under any policy or regulation.
